Four Towns Sewerage Scheme (FTSS)

After 10 years of preparation, the FTSS is ready to commence.

The first tender of design and supply for the Cudal Treatment Plant has been let. Three more tenders are awaiting State Government approval.

The first sight of actual on the ground works will be greeted by property owners with much excitement. Council's finance people have been working on the costings and the eventual annual sewerage rate.

Preliminary figures indicate the annual sewerage charges will be the same as the updated Canowindra scheme, which will be below the $600 mark based on 2008/09 charges. This project has taken a huge part of Council's resources over the past two to three years. Staff in the Engineering, Survey, Design and Finance departments have all given their professional experience to bring it to fruition.

This project is a great example of your Council working together with the community for an outcome that will auger well into the future development of all four villages of Cabonne Shire.

HUB

After 25 years of attempting to create a Landfill/Resource Reprocessing site in Molong, once again Council has arrived at a stand still. No less than 5 sites in and around Molong have been identified as suitable sites and abandoned by the Council of the day due to public pressure, Molong still haven't got a facility.

Following the Land and Environment Court decision and Orange City Council's resolution to seek other avenues, Cabonne Council has decided to stop, look, listen and reassess its position.

Cabonne Council will:

  • Not rush the situation
  • Seek legal advice of the decision of the Court
  • Seek legal advice on the Part 3A Orange City Council proposal
  • Exercise due diligence and good governance to future decisions
  • Consider issues relating to, but not limited to: Economic factors; Costs to date and into the future; The environment; Social aspects; Other alternatives
  • Meet with the HUB Action Group
  • Fully inform all Councillors of the issues before firm decision is made
  • Eventually resolve to make the best decision for all of Cabonne's Ratepayers.

Local Government (LG) Elections

The LG Elections have been set down for Saturday 13 September 2008. Prospective candidates, who are considering standing for Cabonne Council should be by now seeking information and requirements to help with the process.

Cabonne Council operates with a six Ward system and two Councillors representing each Ward. This system has been approved by Council to allow for representation right across the shire.

The NSW Electoral Commission is conducting seminars for current and prospective Councillors. Seminars are being held as follows:

  • Bathurst Regional Council Chambers, Saturday 31 May 2008 - 10.30am-12.00pm
  • Dubbo Civic Administration Building, Saturday 14 June 2008 - 10.30am-12.00pm

A Councillor's job can be very rewarding. A chance to work for your community. Remember, nominations close Wednesday 13 August 2008.

Yawarra Community Centre - Integrated Primary Health Care Centre Meeting

Council is anxious to see this project commence as time is fast approaching for the cut-off date for funding. The Church land has been purchased and will be registered soon. The agreement with Greater Western Area Health Service should be finalised by the end of May.

The NSW Health Grant of $1.6 million is available immediately. The architectural drawings are being finalised and ready for tender.

NSW Government Actions

The Iemma Government is currently reviewing the power industry for privatisation. A review of Water and Sewerage utilities is underway and a planning review is proposed by Minister Frank Sartor.

Cabonne has discussed all three issues and is against the power sell off. Cabonne believes water and sewer utilities need reviewing, provided the assets remain in local control and local jobs are retained and have submitted its preferred desires.

Cabonne is very wary of and opposes sections of the Planning Review, particularly those relating to local input into decision making.

At the end of the day, this government may well legislate according to its own desire.

Issues discussed, resolved and addressed at Council's April Meeting

  • Council to donate $200 to Molong Central School Choir and $500 to the Kate Fulwood Appeal.
  • Council endorses Ms Sue Condon as new SES Controller
  • Council supports and lobbies for container, deposit legislation, and e-waste charges to manufacturers.
  • Molong Quarry currently manufacturing road base for RTA trials
  • Yeoval Buckinbah Creek Bridge to be upgraded - funding approved
  • Council's input into Central West Libraries for 08/09 year will be $153,000, State Government $36,000. The NSW State Government's library input is the lowest per capita in all of Australia.
