Projects

Cabonne Council is currently delivering a range of exciting infrastructure and community projects across the region. These initiatives aim to enhance local facilities, support economic development, and improve the quality of life for residents and visitors alike. Below is an overview of the key projects underway.

Major Projects

Peak Hill Rd Upgrade (ROSI)
Cabonne Council is undertaking an upgrade of Peak Hill Road, a project funded under the Roads of Strategic Importance (ROSI) initiative. The upgrade will cover the full 16 kilometers of Peak Hill Road within the Cabonne Council area. The project is part of the council's ongoing recovery efforts after floods, with the aim of improving infrastructure and enhancing safety.

February 2026 Update -  Topsoil stripping has now been completed on the first stage of works, covering the final 3 kilometres of the project to the Parkes Shire boundary. Initial subgrade and base preparation is underway. The first base slab for the new culverts on the realignment section has been poured, and formwork for the second culvert is currently in progress.

 

Potable Water Project - Yeoval and Cumnock

Key milestones include ongoing water quality monitoring since 2021, the full disinfection of the Molong–Cumnock–Yeoval water main and reservoirs in 2022, and the commencement of routine fortnightly microbiological sampling in July 2025. All physical, chemical and microbiological test results since 2021 meet the Australian Drinking Water Guidelines.

Additional infrastructure has been installed at both reservoirs to allow for extra chlorine dosing if required, and Dual Check Valves (DCVs) were installed at local properties in Cumnock and Yeoval in February 2026. These valves prevent water from private systems, such as rainwater tanks, from flowing back into Council’s network.

While significant progress has been made, the Cumnock and Yeoval water supplies have not yet been officially declared potable. Council will issue a formal announcement once all final approvals are complete. 

Council has now completed all reports and documentation required by NSW Health and Department of Climate Change, Energy, the Environmental and Water (DCCEEW) to support potable water status for Cumnock and Yeoval.

 

Eugowra STP Mid-Scale Solar Project

Council’s 2.14MW solar plant with 5.5MWh battery storage at the Eugowra Sewerage Treatment Plant is close to completion, with construction finishing in early April. Covering around 1.5 hectares, the system will export electricity to the grid, helping offset Council’s overall power use and emissions. Essential Energy network upgrades will begin soon, with energisation scheduled for 1 July 2026. After connection, the plant will undergo six weeks of testing before operating at full capacity.

 

 

 

 

 

 

 

Community Projects

YEOVAL

Yeoval Recreation Ground

A key milestone has been achieved with the installation of the new scoreboard, adding to the functionality of the precinct and enhancing the experience for players, officials and spectators. With major components now in place, the project is in its final stages.

The remaining works will focus on the installation of park furniture, which will further improve comfort and accessibility for community members and visitors.

 

EUGOWRA 

Eugowra Sportsground Lighting

The restoration of lighting at Eugowra Sportsground has reached an important milestone, with the new lights now successfully installed as part of works scheduled for completion in April 2026.

The next stage of the project will involve the removal of old electrical infrastructure, including outdated power poles. Essential Energy will energise the new lighting system on Thursday, 16 April. During this time, parts of Eugowra will experience a short, planned power outage while the works are carried out.

Once complete, the upgraded lighting will provide improved safety and usability at the sportsground, supporting local sporting clubs and community events into the future.

 

Refurbishment of Former Eugowra Pre-School Site 

Most internal works have now been completed, with only minor defects currently being addressed. The updated facility has already demonstrated its value to the community, having successfully hosted the Masters Games at the end of March.

The next stage of the project will include the fit‑out of the kiosk, alongside completion of landscaping works once approval is received from the funding body.

Once finalised, the refurbished site will provide a renewed and flexible community facility, supporting events and activities for Eugowra residents and visitors alike.

 

Restoration of Memorial Park, Eugowra

Works to restore Memorial Park Eugowra under the Community Assets Program 2024 are continuing, with the project scheduled for completion by December 2026.

Earlier this year, a Request for Tender for the landscaping component was released on 28 January, with the outcome reported to Council at its March meeting. While one conforming tender was received, it was rejected after exceeding the available budget. Since then, Council has accepted quotes for the playground equipment and the amenities block, allowing these key elements of the project to move forward.

The landscaping tender will be re‑released, with the outcome to be reported to the May Council meeting. Following testing of the market, Council is confident the revised tender process will attract a suitable outcome within budget, enabling the full restoration of Memorial Park to progress.

 

Restoration of Eugowra Historical Museum & Bushranger Centre 

The original scope of works has now been fully completed. A variation has been submitted to the funding body seeking approval to add a new storage shed behind the museum, which would enhance the centre’s capacity to protect and manage its collection.

Next steps include lodging a Development Application for the shed once approval for the project variation is received.

 

Activation of Eugowra CBD

Planning for the activation of the Eugowra CBD is progressing, with the project on track for completion in May 2027.

A civil design for the project has now been received and shared with the community, providing an early look at the proposed works aimed at enhancing the functionality and vibrancy of the CBD.

The next stage will include the release of a Request for Tender for construction works, along with the development of a traffic management plan to guide the construction period. This plan will consider the movement of agricultural machinery through the area, as well as the location of the existing bus stop.

Community consultation will continue throughout the planning phase, with a focus on engaging local business owners to ensure the project reflects the needs of the Eugowra community while supporting future economic activity.

 

Eugowra Showground Power Activation

Key approvals from Essential Energy have now been received, and installation of underground electrical infrastructure has been completed, marking a major step forward for the project.

The next phase will see electrical works commence along Noble Street in partnership with Essential Energy, followed by the commissioning of new electrical infrastructure, including distribution boards and power bollards. Removal of all redundant electrical infrastructure will also be undertaken as part of the upgrade.

Once complete, the activated Eugowra Showground will provide improved infrastructure to support events, community activities and future use of this important local facility.

 

MOLONG

Molong Hockey Field Relocation

The relocation of the Molong Hockey Field is continuing to move forward, with several important milestones reached and further works scheduled in the coming weeks.

An application has been submitted to Hockey NSW to register the new pitch, and installation of the field lighting has now been completed, increasing the facility’s readiness for use.

Upcoming works include sealing of the carpark on Thursday, 16 April, followed by line marking on Thursday, 23 April. Hockey goals have been ordered and are due to arrive next week, while a power upgrade and connection will be completed in the coming weeks. Council is also finalising the setup of the field within its online booking system.

The project timeline is particularly significant, with the U14 Girls State Championship scheduled to commence on Friday, 1 May, bringing visitors from across the state to Molong. Council is also awaiting approval from the funding body on a proposed variation to expand the dugouts to include public amenities.

Once complete, the relocated hockey field will provide an improved sporting facility for the local community and support Molong’s ability to host major events.

 

Activation of Hunter Caldwell Sports Precinct

Works at the Hunter Caldwell Sports Precinct are progressing well, with several key milestones achieved as the project moves toward activation ahead of its expected completion in April 2026.

Laying of turf across the precinct has now been completed, creating quality playing surfaces for future sporting use. All fencing works are also finished, providing clear boundaries and improved safety throughout the site.

The next stage of the project will include installation of a power bollard adjacent to the canteen and the reinstatement of sports lighting, which will allow for extended use of the precinct during evening hours.

 

Molong Showground Upgrade

This progress is on hold until the wastewater load from the existing and planned new amenities is confirmed.  

 

MANILDRA

Manildra Multipurpose Courts Relocation

The relocation of the Manildra Multipurpose Courts is progressing steadily, with the upgraded facilities already being enjoyed by the community ahead of the project’s expected completion in April 2026.

The courts are now in use, with court painting and line marking completed to provide clearly defined playing areas for a range of sports and activities. A new footpath has also been constructed, creating a safe and convenient connection between the Manildra Golf Club and the relocated courts.

The next stage of works will focus on the installation of lighting, which will extend the usability of the courts into the evening, along with minor landscaping to enhance the surrounding area.

Once complete, the relocated multipurpose courts will offer a modern, accessible recreational space that supports year‑round participation and strengthens sporting opportunities for the Manildra community.

 

CANOWINDRA

Construction of a cabin at the Canowindra Caravan Park

Construction of a new cabin at the Canowindra Caravan Park is progressing, with key planning and safety requirements now underway ahead of the project’s anticipated completion in July 2026.

A Rural Fire Service (RFS) Special Purpose Development assessment has been received, satisfying an important requirement to enable progression of the Development Application. Council has also engaged Central Tablelands Water to install a fire hydrant, ensuring the site meets safety and emergency service standards.

The next steps will include installation of the fire hydrants, delivery and installation of the cabin on site, and selection of furniture to complete the fit‑out. Once complete, the new cabin will enhance accommodation options at the caravan park, supporting tourism and visitor growth in Canowindra. 

 

 

 

 

 

 

 

Roads/Transport

UGL Regional Linx - Upgrade Level Crossing, Archer Road, Mullion Creek - 17 April 2026

UGL Regional Linx will carry out scheduled maintenance on the Archer Road level crossing at Mullion Creek, upgrading it from a passive crossing to an active one with boom gates and flashing lights to improve safety. 

The work is being funded through the Australian's Government's Regional Level Crossing Upgrade Fund (RLCUF) and the NSW Level Crossing Improvement Program (LCIP). Together, these projects will upgrade twenty-three high-priority level crossings in regional areas with high-intensity LED lights, bells, and retro-reflective boom gates to improve safety and reduce the risk of collisions and near hits. 
 
The work will be completed in three stages:
  • Stage 1 will involve resurfacing the level crossing and road approaches, and construction of a temporary level crossing, between 13 April and 15 May 2026. 
  • Stage 2 will involve installing new cable routes for signalling, boom gate foundations, and alight masts, between June and September 2026. 
  • Stage 3 will commission and activate the new lights and boom gates between September and October 2026. 

The community will be notified ahead of any work.

When and where will UGL be working?

UGL will be carrying out work at Archer Road, Mullion Creek, from 13 April 2026 to 15 May 2026, between 7am and 5pm. This will include some weekend work and one continuous shift from 21-26 April 2026, including ANZAC Day. No work will occur on 27 April, due to the public holiday. 

During the work, residents will notice:

  • a diversion off Archer Road across a temporary level crossing
  • speed limits of 40km/h across the temporary level crossing
  • digital signage on Archer Road
  • additional vehicle movements in the area
  • some noise from machinery
  • lighting during night work
  • continuous 24-hour work from 10pm on 21 April to 10pm on 26 April.


UGLRL says it will take steps to reduce noise and minimise impacts on the community.

Kent Road Closure - 24 March 2026 - Causeway Improvements

Please be advised that Kent Road, between Burrendong Way and Dalton Road will be closed from Tuesday, 24 March 2026 to allow contractors to begin improvement works on the causeway. The works are expected to take two weeks given favourable weather. Working hours will be between 7am and 5pm, weekdays.

Detour Route:
Traffic will be diverted from Burrendong Way → Fanning Road → Dalton Road → Kent Road, with the same route operating in reverse.

Local Access:
Local traffic will still be able to access properties:
• From the Burrendong Way end, up to just before the work site
• From the Dalton Road end, just past the work site

Boree Street, Manildra Road Closure - Thursday, 12 March - Sunday, 15 March 2026

Please be advised that Boree Street, Manildra will be closed from 9am on Thursday, 12 March through to Sunday, 15 March 2026.

 

UGL will be carrying out works in the area during this time.

 

Detour Information:
Traffic will be diverted via Kiewa Street → Dederang Street, crossing just over the western end of the rail line, then returning to Boree Street / Yellow Box Road.

 

The same detour will operate in reverse.
We appreciate your patience and ask all road users to follow signage and drive with care.

 

Lower Lewis Ponds Rd Closure - Tuesday, 27 January 2026

Lower Lewis Ponds Road, between Ponds Lane and Ophir Reserve, will be closed from 27 January for approximately six weeks while upgrades to the causeway are completed. There will be no access to Ophir Reserve from the south side of Lower Lewis Ponds Rd during this time. Access from the north side of the reserve will still be available.

Major Road Patching Works Scheduled Across Key Routes in Late 2025 and Early 2026

Council will be undertaking a series of heavy patching works across several major roads starting late November 2025, with sealing and finalisation planned before Christmas and resuming in early January 2026, weather permitting.

Scheduled Works:


MR 310 Cudal to Canowindra Road

  • Start Date: 16 February 2026
    • Duration: Approx. 26 days, weather permitting

Motorists are advised to expect lane closures, traffic control, and possible delays during these periods. Council appreciates the community’s patience and cooperation as these essential road improvements are carried out.
